Osprey (MHC 51) class ships are mine hunter-killers capable of finding, classifying and destroying moored and bottom mines. Eleven of the twelve Osprey-class Coastal Minehunter are assigned to the Reserve and homeported at Ingleside, TX. The MHC 51 has a 15-day endurance and depends on a support ship or shore based facilities for resupply. This mine hunter (coastal) is designed to operate from CONUS bases against enemy bottom and moored mines. It is the first US Navy mine countermeasures ship to be constructed of Glass Reinforced Plastic (GRP). The design is based on the Italian Navy Lerici Class. Voith-Schneider rotors replace the conventional propellers of the MCM and MSO classes. The ship will have modular sweep systems which can be installed as needed.

In the early 1980s, the U.S. Navy began development of a new mine countermeasures (MCM) force, which included two new classes of ships and minesweeping helicopters. The vital importance of a state-of-the-art mine countermeasures force was strongly underscored in the Persian Gulf during the eight years of the Iran-Iraq war, and in Operations Desert Shield and Desert Storm in 1990 and 1991. Avenger class ships are also designed as mine hunter-killers.

隨後在8月4日由美國參議院批准，連同姊妹艦獵鷹號（USS Falcon MHC-59）一起售予台灣。

繼1979年開始研發的復仇者級(Avenger class)水雷反制艦(MCM)後，美國海軍還打算建造一種專業的近岸獵雷艦。


美國海軍在1986年曾計畫研發紅雀型(Cardinal)氣墊獵雷艦(MSH)，預計建造17艘，但是一直未能通過震動測試而取消。紅雀型取消後，美國轉而尋求一種現成設計的傳統排水獵雷艦，經數年評估後，美國海軍在1986年選擇了義大利的拉瑞奇級(Lerici class)獵雷艦做為藍本並加以改良，並由義大利授權美國Litton Ingalls與Avondale兩家造船廠承造，這就是鶚級獵雷艦的由來。

由歐洲設計衍生的鶚級，全部十二艘都採用鳥類來命名。首艦鶚號(USS Osprey MHC-51)在1993年移交美國海軍，並於1995年在亞伯丁測試場順利通過艦體衝擊測驗，測驗之後艦體結構並未受到損傷。

鶚級的歐式艦體造型較復仇者級簡潔，能在深洋與近海執行反水雷任務。

除了骨架由木材製造外，鶚級的船殼、上層結構都使用玻璃纖維強化塑膠(Glass-Reinforced Plastic，GRP)建造，艦體結構可承受水雷爆炸的震波。

鶚級在最後設計階段又增加了許多美國海軍認為需要的系統排水量便再增110ton，建造進度也嚴重落後。值得一提的是，鶚級是全世界採用GRP船殼建造的艦艇中噸位最大者，也是美國海軍第一種專用於獵雷的艦艇。

鶚級採用柴電推進，主機為兩具義大利Isotta Franschini ID 36 SS 8V AM無磁柴油機(復仇者級的主機則為同系列的ID 36 SS 6V)，每具功率為1600馬力，並採用兩具Voith Schneider可轉向螺旋槳，使艦體能做出原地迴旋、橫移等靈活動作，並透過導航定位系統隨時精確地保持船位；而艦上的電力則由三具Isotta Fraschini ID 36柴油機柴油發電機供應。


為了盡可能吸收水雷爆炸時的衝擊力道，避免艦體結構與機械的損壞，艦上的動力系統等機械都裝在減震浮筏上，燃油櫃與水櫃亦設有緩衝裝置；而這些抗震波設計亦能減少艦上輪機輻射至水中的噪音與震動。

鶚級獵雷艦配備的AN/SLQ-48遙控獵雷載具，由艦尾起重機收放。



與復仇者級相同，鶚級也配備普來西英國(British Plessey，現為Alenia Marconi Systems，AMS)的Nautis-M整合指揮/控制/導航系統，不過其整合導航系統使用的是AN/SSN-2(用於復仇者級)的簡化版本──AN/SYQ-13航行指揮控制系統(Nav./C2)，可根據各導航定位系統的資料精確計算船位，此外並隨時接收導航雷達與獵雷聲納回傳的資訊以標定前方目標(例如雷區)的精確位置。

AN/SYQ-13的資料處理與顯示單元由五具68020處理器以及兩具戰術顯控台組成，每個顯控台都有一個36X48的螢幕，而以往的任務資料則儲存於硬碟或磁帶機中。


鶚級的主要作戰裝備為AN/SLQ-53深洋掃雷系統(Deep Sweep Mine Countermeasures System)，此系統的偵測裝備為雷松(Raytheon)、湯姆生.辛特拉(Thomson Sintra，目前為Thales Underwater Systems)合作研發的AN/SQQ-32獵雷聲納。
